The claim that electric vehicles are the most important step in decarbonising transport conflates two separate questions: whether the shift to EVs matters, and whether it matters more than anything else. The first is largely true; the second is contestable.

Electric vehicles are widely expected to play a significant role in reducing transport emissions. They can lower tailpipe emissions and, as electricity grids become cleaner, make private car use less carbon-intensive. In this sense, EV adoption is a necessary part of the transition.

Notwithstanding this, decarbonising the vehicle fleet is not the same as decarbonising the transport system. EVs do not solve congestion, urban sprawl or unequal access to mobility, and their impact depends on the electricity mix, battery production and the slow turnover of existing vehicles. Were policy to focus solely on vehicle substitution, it would risk preserving a car-dependent system.

A stronger strategy combines technology with system change: modal shift, compact urban planning and active travel can reduce total transport demand, not merely its fuel source. On balance, the shift to electric vehicles is a necessary but not sufficient condition for transport decarbonisation. The most important step is not one technology, but a mobility system in which low-carbon choices become the default.
